The complex array of issues, matters and concerns in the domain of local government, demands a clear, holistic focus on the needs, demands and expectations of citizens. These criteria link directly to quality of life in terms a solid, qualitatively sound education system, socio-economic progress, security, personal safety, dignified social housing, a strong citizens’ voice and measured social progress. Quality of life based on equity, efficiency of services required, efficacy, maintaining high standards of life, productive living and derived well-being are hallmarks of a developing society. It is desirable to gear efforts and synergies towards integration, systemic transformation, public value production, waste elimination and citizens’ engagement, as these pertain to the developmental aspects of municipal outputs and outcomes, i.e. tangible and non-tangible public value.
