Zandvlei water woes. I have known Ferdi since our kids were at school together. He has been on at council for as long as I can remember about the water wastage at the 'caravan park'. The solution to CCC accounatability is to make each department pay for all the services they use from their own budgets. Until they attach value to water and electricity there is no incentive to do anything. Years ago I tried hard to get Parks and Recreation to use ground water instead of tap water but gave up eventually. I have suggested a private enterprise system where I put up all infrastructure at my cost and then recoup money by selling water to private houses (and them?). Or if there is sufficient water to supply enough private houses this could pay for their water, maybe even provide some income to CCC. I was looking at an article about the history of water in Cape Town from 1900 on and it is a long story of just enough, not enough any more and water restrictions.
