This is achieved through the development of effective monitoring and evaluation strategies which guide and inform programme direction by creating programme-embedded mechanisms for continuous reflection on the contextual relevance of a programme. By investing in the human capacity development within development organizations, programmes are more likely to require less “outside” support and more likely to develop unique, programme relevant solutions where required.
