I am trying to get hold of this department however when I phone it cuts off. I am needing an email address regarding security issues

The municipality has embarked on a massive road construction in the city centre and hence most parking on the streets are closed and they go out to issue traffic fines when motorists park on the no stopping zones and does not even interfere with the other road users. Over and above they want money for parking. I feel this is unfair to road users not that I encourage for the contravention of traffic rules, but the road works should be taken into consideration. In the process of issuing traffic fines they also interfere with the tracking devices on the cars and cause unnecessary admin with the car tracking service providers as well as inconvenience to reset all the related devices which cost money.
